Of course it doesn't. Not in and of itself. There are as many incompetent magicians as competent ones. But commoners can't protect themselves. Without us, the country would be defenceless. We work tirelessly and give our lives to keep the Empire safe. By nature, commoners are commoners because they lack the intelligence and application to use magic. Ergo, magicians are the better choice. A nation run by commoners would lead the Empire to ruin.
